This commit adds a group box "Premium checks".
It is only enabled if Cppcheck Premium is used and project file is either omitted or is not "*.cppcheck" one.
The following premium options are supported:
It's not possible to select both Misra C 2012 and Misra C 2023.
It's not possible to select both Misra C++ 2008 and Misra C++ 2023.
